The Russian government has allocated money for the village: how many regions of the Volga Federal District will receive


In the current economic and political conditions, subsidizing such a vital sector for the country as agriculture should be on the priority list. For this purpose, a state program was developed aimed at developing all areas of agriculture and streamlining the work of food markets.

State program

The state program was created for a long time - from 2013 to 2020. The purpose of the above program is to achieve food independence of the country, the effective development of existing agricultural areas, the financial stability of all components of the agro-industrial complex, as well as the effective use of land and natural resources of the Russian Federation for the purposes of agriculture. For the entire period of action on the formation of agriculture is planned to send subsidies in the amount of 2,126 billion rubles.

For 2018, the program subsidized 258.1 billion rubles for subsidizing agriculture.

What is the state program

The state program includes sub-programs and a number of federal targeted programs. The list of subprogrammes includes the development and maintenance of such branches of agriculture as plant growing, cattle breeding, and cattle breeding of meat, as well as ensuring processing and supplying the products of these branches.

The following amounts were planned for financing the subprogrammes in 2018:

  • For the development of crop production - 61.7 billion rubles,
  • The development of the livestock sub-sector - 40 billion rubles,
  • On the improvement of beef cattle - 9.3 billion rubles,
  • On the reconstruction of facilities and innovative promotion of sub-sectors - 4.1 billion rubles,
  • To ensure the implementation of the state program itself - 25.5 billion rubles,
  • To support small farms in agriculture - 15.8 billion rubles.

FTP in the state program

The following federal target programs are an integral part of the state program, the support of which at the moment is of primary importance:

"Social development of the village until 2013". Despite the fact that now it is the year 2018, funds for the implementation of this program continue to be allocated as part of the sums to finance another federal target program “Sustainable Development of Rural Areas until 2020”. The total amount of appropriations is 16.1 billion rubles. Of these, the Ministry of Culture will receive 0.3 billion for the arrangement of cultural objects, and the FDA will receive 7.6 billion rubles for the development of road networks in rural areas.

"Development of land reclamation for agricultural purposes from 2014 to 2020". For these purposes allocated 10 billion rubles.

New directions of the state program

Since 2015, new directions have been included in the program - development of seed potato growing and seed production in general, vegetable growing, dairy cattle breeding, breeding of breeding animals, as well as supporting the financial system of the agro-industrial complex and creating a social nutrition complex. The amounts of subsidies for these areas are distributed as follows:

  • On vegetable and seed potato - 7 billion rubles,
  • For the breeding of dairy cattle - 34.3 billion rubles,
  • To maintain seed production and breeding breeding - 12.7 billion rubles,
  • On the financial and credit system of the agro-industrial complex - 11.2 billion rubles,
  • The system of social nutrition and the creation of distribution centers - 10.3 billion rubles.

All budget allocations to support the industry are distributed in the framework of the sums pledged in this state program. During each year, the Government of the Russian Federation issues appropriate orders for the distribution of subsidies.

The size of subsidies for agriculture in the budget of 2018

All of the above is a theoretical calculation, but the current state of affairs in the country's economy makes its own adjustments to the previously made calculations. In the draft federal budget for 2018, the amount of subsidies to support the agricultural sector has decreased by almost half. Instead of the planned 258 billion state programs, the agro-industrial complex will receive only 167 billion rubles from the Ministry of Finance.

By industry this money will be distributed as follows:

  • Crop production will receive 47.86 billion rubles,
  • Livestock - 28.16 billion rubles,
  • Dairy direction - 15.4 billion rubles,
  • Meat direction - 6.8 billion rubles.

At the same time, the Ministry of Agriculture in the framework of these areas of agricultural activity will need to allocate priority sub-sectors for which subsidies will go. It is planned not to finance those sectors that this year will be able to provide for themselves.

Anti-crisis reserve

From the currently existing so-called anti-crisis reserve in the amount of 150 billion rubles, the government is additionally planning to issue subsidies for 75 billion rubles to support the functioning of the agro-industrial complex.

This amount is intended to cover the lack of funds to finance the agro-industrial sector - according to Finance Minister Siluanov, the Ministry of Finance does not plan to reduce the volume of agricultural subsidies compared to the past 2017. The amount should be about 237 billion rubles - the Ministry of Finance and the Ministry of Agriculture agreed on this figure of allocations. The missing 75 billion rubles from the anti-crisis fund will allow covering the budget deficit to finance agricultural sectors.

Import Substitution Projects

The current ban on the import of agricultural products from other countries in principle will not allow reducing subsidies for Russian farmers, otherwise the Government’s plans on accelerated import substitution will not be realized. The Ministry of Agriculture, in the light of the current situation, speaks of an over-plan expansion of the program by at least 25 billion a year.

Last year, the Ministry of Agriculture approved a list of investment projects on import substitution, including new areas in the state program for the development and support of agriculture. The most priority investment projects for the development of agricultural sectors in 2018 will be able to receive up to 2 billion. According to the list, these will be projects for processing berries and fruits, dairy products, erection of vegetable stores, poultry farming, vegetable growing in greenhouses, pig breeding and meat and dairy cattle breeding.

Already received subsidies in 2018

At the end of last year, the Government of the Russian Federation issued two orders under the numbers 2689-p and 2690-p. They say that agricultural producers of some regions of the Russian Federation will receive subsidies under the state program.

In accordance with the first decree, the Ministry of Agriculture receives 3,762 billion rubles to compensate agricultural producers in 11 regions of the country for the losses they have suffered due to the occurrence of natural emergencies on their territory. Most will receive the Saratov and Orenburg regions - 1.1 and 1.04 billion rubles, respectively, and the least - the Tyva Republic (16.9 million rubles). The flood-affected agro-industrial complex of Primorsky Krai will receive 147 million rubles.

The second order will allow 12 regions to reimburse the costs of construction and modernization of agricultural buildings in the amount of 1.351 billion rubles. At the same time, they will receive 947 million to cover the costs of greenhouse complexes, and 404 million - to recover the costs of dairy cattle-breeding complexes.

For the greenhouse complexes, the largest amount is compensated by the Moscow Region - 472.9 million rubles, and the Belgorod Region is the least distinguished - 25.4 million rubles were allocated there. Stavropol Territory will receive 235.2 million, Khanty-Mansi Autonomous Okrug - 103.9 million, and the Amur Region - 108.4 million rubles.

Subsidies in terms of covering the costs of building and modernizing dairy farms were distributed as follows:

  • Voronezh region - 130 million rubles,
  • Novosibirsk region - 103.3 million rubles,
  • Kaluga region - 124.4 million rubles,
  • Mordovia - 35.4 million rubles,
  • Arkhangelsk region - 3.9 million rubles,
  • Tatarstan - 3.5 million rubles,
  • Ryazan region - 1.5 million rubles.

The Government also distributed budget transfers to regions that were affected by abnormal weather conditions last summer. Subsidies for these purposes are equal to 3.8 billion rubles.

Subsidies in the regions

At regional levels, it is planned to continue to subsidize both already issued and future short-term loans for the development of agriculture. Regional ministries of agriculture will be able to reimburse part of the interest rate on loans where there is no subsidy from the Government of the Russian Federation. Also in the framework of support programs for novice farmers, subsidies are provided for the purchase of agricultural equipment in the form of compensation of the first installment under leasing agreements, for reimbursement of cadastral works when land is purchased by a farm, and also for the creation of farms and for the purchase or construction of housing.

In general, agricultural subsidies in the Russian Federation are likely to be maintained at the same level in relation to the past 2017, although this amount is somewhat lower than originally set forth in the state program for the development of agriculture. The transfer of funds within the framework of targeted federal programs for 2018 has already begun. Unfortunately, as of the beginning of this year, there was a budget deficit planned for subsidies, covered by the anti-crisis fund. And there are no guarantees that in the same way it will be possible to keep the volume of subsidies next year.

The share of the rural population in some regions of the Volga Federal District reaches 40%

The effectiveness of the use of subsidies is estimated annually by the Ministry of Agriculture of the Russian Federation, based on the degree of achievement of the performance indicators defined in the agreement between the Ministry of Agriculture of the Russian Federation and the highest executive body of the subject of the Russian Federation, noted on the government website.

3 billion 456.1 million rubles will be allocated to 76 regions of the Russian Federation to improve the living conditions of citizens living in rural areas, including young families and young professionals.

3 billion 253.5 million rubles will be allocated to 71 constituent entities of the Russian Federation for complex construction of social and engineering infrastructure facilities in rural areas.

Grants in the amount of 76.5 million rubles to support local initiatives of citizens living in rural areas will be provided to 45 constituent entities of the Russian Federation.

In the Volga Federal District, the only region that was not at the disposal of the government of the Russian Federation was Kirov Region, where the share of the rural population is 24%. The largest amounts will be received by Bashkiria (355.172 million rubles), Mordovia (296.604 million rubles) and Tatariya (282.104 million rubles). The smallest amounts are in Mari El (14.853 million rubles), Saratov (46.498 million rubles), Penza (54.483 million rubles), Nizhny Novgorod regions (62.825 million rubles), Chuvashia (69.306 million rubles).
